Found this website this morning via the Xbox web site forums. Their intro describes it better than I can:

Welcome to Halo2Cheaters.com. A site built by those tired of being cheated on during matchmaking in Halo 2. Now you have a place to go. A place to list those players that wreck the game for all of us, and who will no longer be safe from the online community.

Played a match with a player that cheated on you? Submit the game to our Cheating Submission Forums. We’ll review it and verify that it was cheating. After it goes through our process, we will post the cheater(s) on our Hit List.

Ready to Partner with us? Use our partner submission form located on the Partners Page. We’re looking for other Clans and Gaming websites to help us put the pressure on.
